About Futsal League

ABOUT

Since its inception in 2012, DCPSL Futsal League (Previously Jouons Futsal League) has become a league that caters to Washington's youth, in a time when little soccer is played due to the restriction to outdoor leagues. The league has grown to include over 3 age group divisions; and played at premier indoor facilities in the district. It has been held at the Lowell School (2012, 2013 & 2014), Stoddert Elementary (2015) and Columbia Heights Education Campus ( 2016, 2017, 2018 & 2019), it is slated to include The Maret School in 2020.

PLAYER REGISTRATION: All players must be submitted on the team roster.

NUMBER OF PLAYERS: The maximum number of players on a team is 10: four field players, one keeper and five substitutes. Only five players are on the field at a time. The minimum number of players a team can field is four. To enlist more players in special circumstances you must have express permission from the league directors. You may not use any player from another team without permission from league directors.

PLAYER SUBSTITUTIONS: Substitutions may be made at any dead-ball situation, regardless of possession. Teams must get the referee’s permission before making the substitution and players are to enter and exit at midfield.

PLAYER EQUIPMENT: All players must wear shin guards. Any player without shin guards will not be allowed to play.

PLAYER “KITS”: All players must wear jerseys/shirts during play.

Fair play: All players are expected to conduct themselves in a safe manner. The referee has the sole discretion to give up to 2 minutes timeouts.

The Field of Play

FIELD DIMENSIONS: The playing field will be equal to a standard high school gym court for U8 and over. Goals are four (4) feet high and six (6) feet wide. The goal box will be indicated by colored tape. Field dimensions are subject to change by the league directors.

PENALTY: Will be taken at the marked PK spot.

BALL SIZE: Regulation game balls (size 3, and 4)..

GOAL SCORING: A goal may be scored from anywhere on the field. The ball changes possession after a goal is scored, and is restarted from midfield.

RESTARTS: All restarts are indirect kicks (including the kickoff to start each half). This does not include penalty kicks, which are direct.

KICKOFF: All kickoffs are indirect kicks taken from midfield, and may be taken in any direction.

THREE (3) YARD RULE: In all dead ball situations, restarts, including game start and halftime start, defending players must stand at least three (3) yards away from the ball. If the defensive player’s goal area is closer than three (3) yards, the ball shall be placed three (3) yards from the goal area.

THROW-INS: Kick-in’s only.

GOAL RESTARTS*: May ONLY come from the keepers hands, rolled or thrown out to any part of the court.

INDIRECT KICKS: All kicks will be indirect aside from corners and penalties.

PENALTY KICKS: A penalty kick will be taken from a marked penalty spot.

The League

FORMAT: 10 – 15 minutes will consist of a clinical warm-up in preparation for competition (Teams are encouraged to be on time). 40 – 50 minutes will be used to compete; broken up into two halves of 20 – 25 minutes, with a 2-5 minute half-time period (varying for different age groups and subject to change).

GAME DURATION: The game consists of two 20-25 minute (depending on age group) halves separated by a two-minute half-time period. Games tied after regulation play will end in a tie. The match length may be shortened due to team tardies, and related obstacles.

SCORING: Scores will be posted on the league website, the following week after a match. U6 age-group scores will neither be posted nor recorded.

NO-Shows/Forfeit: If a team is overly tardy (10 minutes) or does not show, the game will proceed as an intra-quad friendly and will be adjusted as the team’s players arrive. The no show team will receive a forfeit.

Sideline Ethics: Parents, coaches, and players alike are encouraged to support the development nature of this league. We wish for this to be an environment to promote growth and not the mere short-term gain of winning.

FAIR PLAY: Players, coaches, and spectators are expected to act in the nature of “Fair Play” at all times.

OFFICIAL U.S Futsal Rules will apply where there is no rule mentioned: See rules here: https://www.usyouthfutsal.com/the-rules

SITUATIONS OR OCCURRENCES THAT THESE RULES DO NOT ADDRESS SHALL BE LEFT TO THE SOLE DISCRETION OF THE LEAGUE DIRECTOR.
